The City Clerk performs duties as required by Illinois Statutes and City Ordinances. In addition to the required duties, the City Clerk also serves as one of the City’s FOIA officers.

The City Clerk's Office is responsible for the processing and collection of utility billing, maintaining all records, ordinances, resolutions and official documents of the City.

New residents:

The City of Metropolis offers four utilities for those living inside city limits: electric, water, sewer, and garbage. To connect to these services, the following information must be provided:

  • If renter, an individual must present a photo ID, have a rent receipt from the landowner where property is being rented and pay the following deposits: $39 for the first month's pre-paid water charge and $250 electrical deposit.

  • If homeowner, an individual must present a photo ID, a copy of the recorded deed that is on file at the Massac County Clerk's office and pay the first month's pre-paid water charge of $39.

Before utilities can be turned on, all outstanding balances on the property must be paid in full. When someone, for either rental or homeownership, has defaulted on a bill with the city, the bill has to be paid in full and the deposit will be $400 plus the $39 for the first month's pre-paid water charge.

Garbage: Each household is issued a trash cart, which has a serial number registered to the home address. All trash must be out by 6am on pickup day. See "Garbage Pickup map" to determine your pickup day.

Natural Gas: Liberty is the natural gas provider for residents of Massac County. New residents can start service by calling 855-872-3242 or going to libertyutilities.com and submit a request through the "For Home" or "For Business" options on the home page.
